As a company or institution you must be :

Active in manufacturing of vaccines, having at least one manufactured vaccine from your own facility and fully licensed (not EUA) by your National Regulatory Agency (NRA)
Public sector company in a developing country, or
Private sector company with majority capital held (51% or greater) by a person or combination of persons who are citizens of the developing country.
