We are proud to announce the unveiling of the International Network for Vaccine Safety Surveillance — INNOVATE — launched at the 26th DCVMN Annual General Meeting in Bali a joint project of CEPI (Coalition for Epidemic Preparedness Innovations), Developing Countries Vaccine Manufacturers Network (DCVMN International) and International Clinical Epidemiology Network Trust International (INCLEN).
The INNOVATE platform will operate across 3 Continents, 6 countries & 9 sites (Brazil, Ethiopia, India, Indonesia, Kenya and South Africa) and it will serve as a ready-to-deploy surveillance network for CEPI-supported vaccine developers, enabling rapid pharmacovigilance activities during outbreaks. This will be made possible thanks to CEPI’s investment of USD 5.51 million over three years to build a robust, scalable vaccine safety platform. It will establish an Active Vaccine Surveillance System (AVSS) covering half a million people representing 2 billion population, generating region-specific background rates for serious clinical events (for example, Guillain-Barré syndrome, thrombosis with thrombocytopenia syndrome and anaphylaxis). These data are essential to detect early safety signals, guide regulators and manufacturers, and protect public trust.
Designed as a ready-to-deploy surveillance resource for manufacturers and public health authorities, INNOVATE will accelerate pharmacovigilance during outbreaks and directly supports CEPI’s 100 Days Mission and broader pandemic readiness goals. Data will be openly shared to strengthen global public health responses and can be integrated with existing LMIC databases and future global surveillance structures.
This milestone represents a major step forward for vaccine manufacturing in LMICs, improving the evidence base for regulatory decision-making, accelerating safe access to vaccines in public health emergencies and advancing equitable, locally relevant systems for vaccine safety.
